Vampire do still break in but very very rarely and it isnt exclusive to Vlad, lilith and caleb as well as other vampires also able to break in. I actively play sims 4 since early 2018 and only have them 3 times.
The break in is an unique event and the vampire dont need to be invited in before it happened hence "breaking in" they just randomly walk to your home in vampire walk and goes straight to your sim.
