People either love 'em or hate 'em. There is a point about skunks being a pretty good option so they may have been a better pick over raccoons but alas. Raccoons have showed up in previous games iirc so that may be a factor into their presence as pets here? On top of the fact they share a similar structure to dogs/cats so implementing them isn't as difficult as say a horse.
