Yes, but it's rated T. Meaning, if somebody under T plays it, that's the responsibility of the parents to keep an eye on what they consume and how it's impacting them. Maxis can't realistically develop for an under Teen audience at a Teen rating just because some parents might let their 7 year olds play.
