Changing the layout is a thing, it keeps the interest alive, sort of. My local supermarket does it too, every year or so they change the location of stuff so I need to start sleuthing again to find what I'm looking for. So annoying.
That's a marketing ploy they use. I knew a manager in a grocery store and he told me they deliberately place things where you wouldn't expect them to be (such as marshmallows being in with candy rather than baking items), in hopes that people will stroll down that aisle and find other things to buy.
