Of the paid DLC, Cottage Living is definitely my highlight, a very good pack with many great features, but Paranormal is a close second for being such an entertaining and unusually big stuff pack. If only the career wasn't so buggy... I don't own Dream Home Decorator or any of the kits.
Free content is always welcome, but my personal favourites were the Spa Day update, the preferences system, new hair colours, new swatches for build objects, and cooking and gardening for children. Regarding the latter, I have to positively highlight that children are finally no longer being ignored in packs either, they can care for animals and learn to cross-stitch in Cottage Living, interact with ghosts and become mediums in Paranormal, do yoga and meditation in Spa Day since the update. This is a development that already started in last year's packs, with children being able to make candles and participate in winter sports (even though they can't build the corresponding skills), and it's nice to see that it was continued and improved upon this year.
As for neighbourhood stories, I'll have to play a little more to find out whether or not I like it. The only free additions I didn't care about were scenarios and Sims sessions (I even had to look up the latter because I forgot what it was), but I don't mind their existence either.
