Almost all my sims get people person and single and loving it (even some who are not single seem to keep it). For people person the requirement is way too low in my opinion, just three sims and even family counts. I really try to make my sims have different lifestyles, but those two mentioned are hard for me to avoid.
I'm absolutely not a people person myself, I have basically no good friends aside of family (though by sim standards I still would be a people person for having good relationship with my family and partner).
