I have the Meaningful Stories mod installed so usually they are feeling the right emotions at the time I take the photo/write in journal. @MLadyAzzera Oh, that sounds interesting indeed and one of the things i said i wanted to happen in my op. Is this because of the mod or is it a mechanic in-game too? i haven't noticed anything like it in my game yet.
I think it's random and based on how many memories they have stored (at least this is my best theory). My journaling Sims sometimes randomly go through their journals if they had used it often when they were younger, and I haven't seen it lately, but elder sims would remember a photo if I had tagged a lot of them. I wonder if there is a mod to increase this?
I often trigger the journal one just bc I'm impatient lol.
