What program to use if/when one wants to read .package files? What program TS4 uses?

Oh that. You can change that back via rightclick > Properties on a package -- details vary depending on which version of Windows you have there, but there should be a tickybox along the lines of "Open all such files with the selected program".
Game not working is most probably a different issue though.
