Hey, did you find a fix for this? I have the same issue and it's driving me mad! I'm pretty it's a mod that allows makeup on toddlers and children, I deleted that and nothing though.
Sorry for this late reply, I didnt find a fix for it, but the cc i use usually covers it anyway. I even had it on an imported adult male sim. No idea what causes it since it appears when no cc or mods are in game.

Yes.
Lakenshot Please turn mods off in Game Options and try that again. I'm wondering if you might have a user folder issue.
