Any tips on making mods for a complete tech noob?

So I'm not the most technological person but I can do some stuff. I've never ventured into the world of modding though because I have no idea where to start. I LOVE using mods in my game but I have some really good ideas for mods and would really like to know how create my own. Does anyone have any tips or non-complicated websites that explain how to do it? I have an old laptop (but sims 4 runs perfectly on it) so I don't have anything crazy techy, but I'd just really like some pointers to see if it would be possible for me to do?
