Are mods allowed in Germany and EA??

I’ve been wanting to download:

• CC Commander

But I’m afraid of getting banned from the game. I asked my boyfriend, and he made it seem like I could get in trouble for it (I’m in Germany).

Can I download these mods without any issues from either EA or the country’s regulations?
