what is the software called that allows you to pinpoint bad CC files??

Oh, that one! Sims 4 Studio is the one you are thinking of. I use that one all the time. It doesn't really "find bad cc" though, it just helps YOU find it. :) I thought you meant a automatic one!
It also lets you edit and make changes to CC, which is why I use it all the time. I like to recategorize CC to suit what categories I think they belong in. Plus, some cc doesn't properly tag swatches with the right colors and whatnot, so I fix that too.
