Build Mode Glitch

Hello, I hope there is someone out there that can help me figure this out. Not sure why there are always issues with the darn game, but I am ready to throw in the towel and stop playing. I spend a lot of money on almost all the content that comes out and just once it would be nice to not have any issues.

In the build mode, I am having issues clicking on a certain area of the screen. You'll need to see the attached picture. I have outlined in red the area where I am having trouble clicking on anything on the screen in that area. It as if there is something invisible on my screen that I can't click through. No mods or cc, and I have tried repairing my game 4 times. Getting pretty tired of uninstalled and reinstalling and losing all my progress just to fix issues. 

So if anyone has any insight, that would be great! Thanks in advance!
