Building Basement Bug?

Game won't allow me to create a basement at all on residential lot if a fountain is built already on first level. It wants me to go two levels down to create one which makes no sense. A work around, creating basement first. Never had this happen before recent updates.

    @MIADoom I think there is a clash of the fountain with the basement, try building the basement under the house first and then build the fountains. I'm sure the problem will go away.
