Have you uncompressed the files you downloaded? Most CC is in compressed files when you download it. The game will only read files that have the package extension. If your file extension is zip, rar, or 7z, then those are compressed files and won't be read by the game. You'll have to uncompress them.
If you have uncompressed your downloaded files, then are you using layered subfolders within the Mods folder? The game out of the box, will only read files one or two subfolder layers deep so you might try minimizing the number of subfolder layers.
There are also two settings in Game Options to enable CC and mods. One is for CC and mods and another for Script mods. If a script mod includes CC in it as some do, then both checkboxes need to be checked.
