cant alt-rotate objects and cant to move camera up and down

first time i noticed this after opening up my game after a few days, i was unable to alt-rotate objects in build mode and unable to move my camera up and down using keys, it has happened before, that...

@ohfingon What platform are you playing on ? Mac or Windows ?

    hi thank you
    im playing on windows 8 system (have since repaired game and removed all recently installed mods and script mods are up to date but i still experience the issue so idk if a in game bug or a mod is causing it)

    I had to get a new laptop; installed sims 4 and I can't rotate objects and the mouse won't let me move around correctly - HELP!!!
