cant enter households

this started before the 18th update i think, my mainmenu has the default family there and a bunch of "wwwwwww"s when i open load game it takes me to world select and when i click on a home it doesnt show any sims, just gives the option to create a household to move in. if i do that and then select furnished, unfurnished, wtv, it goes to loading screen and then back to world select and comes up with an orange notification. its not mods because even when i take them out it doesnt work, and ive repaired the game twice and deleted and re-installed twice.

i also got an error code but i cant remember what happened before and cant find any info on what the code means.
