Can't load into anything

How often does the bug occur? Every time (100%)
What is your current game version number? Horse Ranch release
What expansions, game packs, and stuff packs do you have installed? Cats and Dogs, Vampires, Realm of Magic, Werewolves, Paranormal Stuff, Cottage Living.
Steps: How can we find the bug ourselves? I don't know if you can find the bug or if it's just happening to me.
What happens when the bug occurs? I can only load into the game that says resume and build mode is messed up. I cannot return to live mode. Whenever I try to go into a different household or go to manage world it doesn't stop loading. I've tried everything that google has recommended. I've disabled my mods, I've repaired it, I've reinstalled sims 4, I've deleted all the cache files several times. Nothing is working. I think it's the new update that is causing this, but I have no idea how to solve it.
What do you expect to see? The game to load as normal.
