After posting this, I went and checked and it does NOT happen with a new folder. I moved the sims 4 folder and started a totally new game and it and several other things I was having occur where not happening. So it think it is my mods. I played for quite a while, mimicking things I had done when it was not letting me save, and it would not do it again. So I began putting a few mods back, such as hairs and some makeups and clothing by my favorite CC creator for that. No problems. Then I put in a few main mods, like MCCC, UI Cheats and very few other I really like having that have given me no problems in the past that are updated or compatible with the latest update. No problems. So I will take that CC and put it in one folder, and then start back with a few CC build items. If those work, I will try those gameplay mods one at a time, even though the creator says they are compatible or up to date. But it is DEFINEATELY A CC PROBLEM.
Doing this stop all of my lag, my save problems and my sim seems to have some autonomy back. I think I am going to be very cautious and leave the gameplay mods OUT unless they are "had to have mods". But I had thought most all of the ones I had added were "had to have" So I may just stop adding them if they are causing this much problems. And then I will be very cautious with a one by one add to the game. It will take longer, but maybe I can create folders of "must have mods" so I don't have to do thru so much digging.
If I find out the culprit mod, I will be back to update.
I am curious to now go back and see if it happens with that other folder with a new save and the same set up. I think that will be my next test.
