CC lot/household download from gallery: how does it work

Sorry if this has been asked before, but I couldn't find an answer to my question: if someone downloads a household or lot from the gallery that contains CC, does the CC get installed on their compute...

CC does not transfer from the gallery. I've never downloaded a house so I don't know if it's replaced. With a Sim, they can be bald or in a towel depending on the CC that was used.
