If a new mods folder is not being generated in the Documents -Electronic Arts -sims 4 folder, it sounds like the game is using another mods folder somewhere else on your computer. Some simmers have found mods folders that have been generated by the game by mistake in the custom music , screenshots or saves folders. Try checking there as well.
