CC not showing up in game

I just got a new windows laptop after using a macbook. I went and redownloaded most of my custom content, and some new stuff. Most of them are recent uploads or are still working on my mac. Only some of the CC is showing up when i know i downloaded more. I downloaded several sets and those seem to be the main ones not showing up. I have taken everything out of the folders, its all .package files. I've tried deleting the localthumbcache.package, tried replacing the resource cfg file. I tried taking all the downloads out and putting them back in one by one. I've tried it without script mods. Im not sure what else to do.
