Try this:
1. Press shift + mouse left click on the sims' mailbox at San Myshuno
2. Click on Repeal Neighborhood Action Plan
3. Free love should be there. Click on it.
Now your sims should not be smooching each other. Let me know if this helps.

I've had your other Sim getting rejected by a few Sims, depending on mood and I can't see any auto romancing.
