Deleted localthumbcache and everything in my mods folder disappeared!

I downloaded a mod and, as usual, I deleted the localthumbcache.package. Then I opened the game and all of my cc and mods where not there. I checked that they were enabled in the game options and both script mods and custom content were enabled. After I exited the game, I looked in my mods folder and all that was there was the Resource.cfg. I had at least 100 custom content and mod packages and they are all gone. I looked in my laptop's recycle bin and they weren't there. I clicked the undo button on my files and the mods weren't restored. I restarted my laptop, the sims 4 game, and the EA app multiple times and still nothing. If anyone knows how to restore them, I would be very grateful if you could help!
