Detective career unplayable

For one, I GET SO SICK OF THE BUGS IN THIS GAME! I was a die hard sims fan but now I barely play due to all the bugs!!!! 
One of my sims is trying to max the detective career but every time I issue an APB and arrest a suspect, my sims gets back to the station and it says there are no suspects arrested to interrogate. 

Also, where the hell do I find the notebook after the recent update??
