Eco life style: Load in to build on a lot and there no buildings around the lot

I want to build in Evergreen Harbor, however when i go into the Conifer Station and choose a lot to build on. When it loads up it shows no buildings or items around the lot. the Train station is no longer there, items that should be there are not. it just looks like a empty parking lot. See attached photos for a clearer picture.

I tried trouble shooting this, and look for a post similar to what I am looking for and could not find one.
