I am also having issues with N.A.P. compliance, but mine is with Eco-Friendly Appliances. I've eco-upgraded the fridge, oven, toilet, sink, shower, bathtub, dew-collectors, wind turbines, recycler, juice fizzer, laptop and vertical gardens (most of those with eco-upgrade parts where that was an option) but I'm still told I'm not in compliance. There's literally nothing left to upgrade. Is this a bug or am I overlooking something?

You need to upgrade with ECO parts. If you have chosen to use the upgrade version without ECO parts you can not make it ECO friendly. If an appliance is ECO friendly you will see a note to that effect when you hover over the appliance.
