I'm a little late to this thread, but I had similar issues with being unable to find the eyelashes in the game, until I went to the original comments on the kijiko eyelashes page, and someone said that you need to download version 2 of the eyelashes, then move it to your mods folder, per usual, then right click on each file and select "extract files" which will load a separate working file. Reload your game, and the eyelashes should be in "skin details" but they may be in accessories (they were under skin details for me). I hope this is helpful and not too hard to understand :)
