Found a mod: needs TLC trait effects unlocked
Did a little digging myself and found this mod. Sorry if it's already posted here:

(Not my creation and I haven't tried using it yet)
Needs TLC trait objects:
inside pipes, utility box, mouse holes, roach holes and random bad smell without needing the needs tlc trait, plus they're moveable/deleteable. Each one is a separate package file, which is useful as I only want a functioning utility box that causes power outages.
It doesn't unlock the needs TLC trait, but it does generate the effects the trait creates, so you can have vermin spawning, leaky pipes and power outages.
