Is this with or without mods/cc ?
Please always provide this information so not to delay a bug report getting to Maxis. You can find more info about the adding thread tags to your post here: General Information About The Bug Reports Forum | EA Forums - 4965007 - crinrict5 months agoHero+
Hi Cinnamon1998
did you have a chance to test this without mods/cc ?

//Just realized this isn't a bug thread lol. I've been trying to find a bug thread on this topic. My bad!
This has just started to happen to me, too, if it is the same issue. I believe it's new with the most recent update, though I have been having the other rental problems for a while that I know have been noted elsewhere (rent not being paid, lease length never changing/always remaining at the full amount of time so there's never any grace period, being sued even though it was a just eviction, etc.). But this is new to me. Here's what happens:
From the business panel, I click on "Fill Vacancy" - this does open up the agreement box, so it may be a different issue than the original poster (I just never know when to make a new thread or not). I am able to adjust the rental price, and that has remained each time I reopen, so I don't have to change it again. I go to the next screen, select an application, click "Done", and then nothing else happens. The box closes, and the rental remains vacant with the "Fill Vacancy" button, which I can click again and go through the whole process.
I'll also note that I didn't get a notification about that rental becoming vacant that I know of.
I tried repairing my game. I also do use MCCC, so I tried playing it without, to see if it was an issue with MCCC, but the problem remained after I disabled mods and removed MCCC from the mods folder. I don't play with any other mods or CC.
