The_Mercuria Try deleting GameVersion.txt in Documents > Electronic Arts > The Sims 4. And if OneDrive is running on this computer (whether you use it or not), try pausing syncing, which you can do by right-clicking the cloud icon in the lower-right corner of the screen.
Other than that, it's really always about an antivirus blocking changes to the user folder. I realize you've set exceptions, but this is cause in the overwhelming majority of cases.
