Please try this exact order, even if it seems redundant:

Use these instructions to be sure you're in the right user folder: https://sims4.crinrict.com/eng/2018/07/how-to-find-your-user-folder/ . Write that address down.
Navigate to that specific address then drag the folder (the whole The Sims 4 folder) to the desktop and rename it to avoid later confusion.
Run a Game Repair
Start the game and exit
Download one new piece of CC (not using one previously downloaded). I recommend peacemaker furniture for this because I 100% know it's fine.
Put the .package file(s) in the newly created Mods folder (double check the address)
Now try opening the game.
