Game takes me back to the residential worlds page

The game loads fine until I click on a household. Then the screen loads and takes me back to the residential worlds page and there’s a bubble with a character next to it as if I’ve played the game. I can’t play the game. It isn’t a mod issue because it does it even when I remove all mods from the game. I can’t even use build mode or CAS. I’ve cleared my cache, uninstalled and reinstalled the game, deleted mods, searched for and deleted all conflicts. Even loaded the game several times with batches of mods - it won’t work. Even when there are no mods in my game, the game loads and takes me right back to the residential worlds page.
