Gardener Bots are stuck on one plant

How often does the bug occur? Every time (100%)
What is your current game version number? 1.77.131.1030
What expansions, game packs, and stuff packs do you have installed? All except Cottage Living, Moschino
Steps: How can we find the bug ourselves? Create a garden. Create Garden-Bots. Activate the bots.
What happens when the bug occurs? The garden bots will focus on one plant and stay there all day long. The garden bots will sometimes water the lawn in one spot instead of moving to a plant
What do you expect to see? I expect to see the garden bots do the tasks needed for the plant, (water, weed, spray bugs), and have it move on to another plant and repeat the process.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Of course, with this new constantly buggy and weedy plant bug, the garden bots are being obsessive.
