Hey, have you found a fix? I have the exact problem, the interaction to be friendly to staff or classmates is not being acknowledge in the goals, the count doesn't go up.
I also have the problem where the staff (apart from the teacher who is at the podium) stand around outside including janitor, caterer, councillor and principle... the 'NPC stickers' in their chosen rooms don't attract the designated sim to go there.
