How do you add apt. rentals in your worlds without owning them?

I don’t own the pack, but from what I understand, you shouldn’t need to do steps 4-9. Once you create a residential rental, you can move sims in the same way you would move them into anywhere else, and the game will auto-generate a landlord for events.

Although, I think you may need to create a Sim to buy the building if you want to set up the additional rental rules/restrictions.
