I can't enroll my Sim in a housing unit that I built.

I can't enroll my Sim in a housing unit I built, even though all the requirements are met. When it comes time to enroll the housing, it simply doesn't appear, but the ones in the normal game do. I'm not sure if this is a problem with custom content.
