Simeralla TOOL when broken doesn't affect lot loading, and isn't doing that now.
miklc A few different mod-related issues cause this. Yours sounds like you have CC that isn't updated for DX11. You can run a batch fix for that in Sims 4 Studio.
Other causes include removing CC that had a Milestone associated with it; Lumpinou has a Milestones Fixes bugfix mod for that. Also, removing food mods when you still had plates etc. of the food in the lot. Or removing/broken careers/gigs mods, which you'd want to update and put back or try a "save as" for.
