Do you have cloud storage enabled? If you are on a Mac, it's ICloud. If on a Windows PC, it's OneDrive.
Where are you looking for the mods folder - on your computer inside the Electronic Arts>The Sims 4 folder? That's where it should be. Or are you looking in cloud storage?
The Sims 4 does not work well with cloud storage. All game files and your user folder should be on your computer and excluded from cloud storage.

@CGrant56 I literally just type in Electronic Arts on the search on my macbook, click sims 4 and the folder is empty now since i uninstalled and reinstalled ☹️ i havent looked in icloud i dont even know how it works lol
