is what this modder doing even legal? charging for free downloads, want adfly free links pay?

http://cosplaysimmer.com/2018/04/the-sims-4-final-fantasy-x-yuna-cosplay-set/ but all his stuff goes free so why do i have to pay for free downloads just to avoid malware????
