Looks like an LastUIException to me. It's a bit different from the "normal" LastException error reports. Please note, that this is probably not the issue which prevents your game from loading lots/households.
To be sure the issue is mod related, you might also test your game without mods. Move your mods to a save location, delete the localthumbcache.package and see if the error still occurs. Don't save your game while testing without mods.
