Regarding your EDIT #3, 'bypass' is used in the meaning of 'ignore'.
Example: Computer > MCCC > MC Population > Moving Settings > Bypass Played Households
'Bypass Played Households' means, every Household could move except of the ones marked as played in the household management.
Regarding your EDIT #4, I'm not sure about your question. I guess your are referring with 'cleaning' to the 'MC Cleaner' module. This module provides some additional functionality to the original game code.
Example: Computer > MCCC > MC Cleaner > Item Cleaner > Clean Item Parts
You can 'ban' different items (i. e. clothing, hairstyle, accessories) from your game by defining a blacklist. MC Cleaner runs on schedule and periodically removes these black listed items from newly created sims.
