Couldn't even kill the sim in question with a swimming pool, it counted down until she would pass out and she just kept on swimming after it hit zero. Nothing I did worked. I won't let the game tell me which sims I should keep so I went in to manage population and deleted her there. After that I decided to do a control test on another sim in the game, for science. The mod worked just like intended, got the question if I wanted to kill the sim and instant dead sim.

Hello again, I don't know if you have been over on Discord yet, if not hope to see you there, :) I am glad you found out what the problem is/was, I didn't even think to tell you that certain sims cannot be killed, most of these sims come with CL, which I don't own, the Weirdo, CityRepair, StatueBusker, the Grim Reaper and perhaps a few more that I cannot think of right now have hidden traits that prevent them from aging and dying.
I read that you already deleted the sim in question, so is too late for them, unless you want to roll back your save to before you deleted them. If you don't want to roll back your save but you run across something like this again, there is a cheat that I just found out about a little while ago that should help you kill your next sim.
The first thing you will need to do is play as that sim, not sure if you are using MCCC's testing cheats always on, if not do the good old testingcheats true in the cheat box, press enter, then type in traits.remove_trait isWeirdo, press enter, if it doesn't work on that sim you can try replacing isWeirdo with isCityRepair or isStatueBusker if that is the trait they have.

This is a family that I played every now and then so I don't know if the sim would keep on being a busker when I logged back into the family. It wasn't so bad, I try to keep family trees for all my rotational sims but I decided I wanted to move on more than keeping the sim. If I run into a sim that is impossible to even drown in a pool again I will look at hidden traits, it is a good idea.
