The apartment bills setting is relatively new, as of version 3.4.0.

Per DragonFlykm’s request, added a new setting that is for changing the billing percent specifically for apartments. This way a separate billing percent is applied based on whether the Sim lives in a house or apartment. The new setting is “Apartment Billing Percent” and is in MCCC Settings -> Money Settings -> Apartment Billing Percent. Just like the house billing percent setting. Minimum value is -100, which is no bills to 1000 which is an insane amount of bills. Zero is the default and uses EA’s default bill amount.
