Mod for forcing festivals in City Living ?

I have googled it and haven't found anything so figured i would ask. Is there a mod where i can force festivals for city living to spawn. Im trying to find one piece of cc that wont work with the festival teas and itd be easier if i could force a festival to test out the content as i add it back. SO any help anyone? Festival forcing mods? Or maybe a cheat im unaware of.
