So I've discovered what mod was causing the issue. It's NoelleBellefluer Base Game Work from Home mods that are causing the glitch. I'm not sure which one as I have them all installed in a single folder. In case anyone else comes across this issue this mod is what may be causing it. A real shame, I really like these work from home mods for base game careers.
Update, I've narrowed it down. Turns out it's only the criminal work from home mod that's causing the issue, the rest work fine.
