Let's try a deeper test:
- Drag your whole Sims 4 folder from Document > Electronic Arts to your desktop and rename it.
- Run a Game Repair in the EA App. (If you use Steam, the equivalent is Verify Integrity.)
- Launch Sims 4. You should get no list of mods on launch, and you should have no option to load a previous save. Reset your Options.
- Start with New to test if your issue recurs in a new game.
It works now, but only a few pieces of mods/cc are getting through. will my old saves be gone forever?

tezzy_casual No. You have them still in your old Saves folder, which is in the renamed/moved Sims 4 folder. You can put them back when you get your Mods folder sorted out.
What do you mean by "only a few" are "getting through"? Please give more detail.

My MC Control Center shows up when I select a sim. I see old mods like shirts and paints I had before, but most of my original mods are gone. And I'm able to see new mods. Is it possible that they may have been deleted? I've gone through my mods on curseforge and it seems like it uninstalled the mod i coulda swore i already had.
Edit: Now its giving me an error screen saying relaunch
