If you can't see CC in your game at all - it doesn't show on loading the game, or in CAS/Build Buy mode, then check if the tickbox is staying on in Game Options. I noticed that I had all my cc in build but but not in cas. I also cannot put cheats into the cheat bar. Honesty I have no idea what has happened.
MikaMooo For the cheats in the cheat bar, that's usually caused by outside software. You can get support on that in Tech Support if it's happening when you remove all mods and CC.
For CAS not showing but Build/Buy is, double check your Mods folder itself. And then try a 50-50 test of your mods to see if one mod is blocking the CAS. Start by pulling out just Build/Buy as a quick first test.
