Neighborhood Stories cannot be enabled

Steps: How can we find the bug ourselves? Go to manage worlds. Go to manage households, try to turn on neighborhood stories.
What happens when the bug occurs? Whenever I try to turn on neighborhood stories, the icon is greyed out and when I hover over it it says "Neighborhood stories is disabled. Reenable in Game Options under Main Menu." even though in Game Options under pack settings I have NPC relationships enabled under High School Years settings and full autonomy enabled.
What do you expect to see? A clickable icon that will allow me to turn on and customize neighborhood stories
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. The 7/18/23 patch, removed mods.

I tried to start a new save to see if this also happened with that and it does. On older saves neighborhood stories still functions normally and I can turn it on or off or customize it. This only seems to be happening with saves that were created post-patch from this week.
