After almost every patch the game will automatically disable your CC and Mods, this is to avoid any potential game breaking issues that outdated mods can cause to the game. You first need to make sure that all your mods are fully up to date with the newest patch before turning them back on in the settings. You can do this by checking the websites of the place you got the mods from. Once you are certain that your mods have been updated to the latest patch you should then replace those files in your mods folder. Then go into the game and into your game settings and then check the boxes that enable CC and Script Mods.
